Home Buildings Compensation (HBC) cover is an important protection for homeowners. Formerly called ‘home warranty insurance’, HBC protects homeowners as a last resort if you can’t complete building work or fix defects due to insolvency, death, disappearance, or license suspension due to non-compliance with a money order made in favour of the homeowner by the NSW Civil and Administrative Tribunal or a court.
If you’re a licensed builder or tradesperson in NSW, you need to get home building compensation (HBC) cover for each home building project over $20,000 including GST. Failing to take out HBC cover for such work is an offence under NSW law.

Kellyville man, Mr Darian Lindsay, has been convicted of twenty-two offences under the Home Building Act and the Australian Consumer Law. Offences included permitting the company of which he was the sole director, Complete Surrounds Landscaping Pty Limited, to demand excessive deposits and authorising the company to do residential building work without appropriate insurance. Mr Lindsay was fined $22,000 and ordered to pay $47,485.50 in compensation to affected consumers. Mr Lindsay has a right of appeal.
Any residential building work valued at more than $20,000 requires insurance under the Home Building Compensation Fund. You can check the public register for a valid certificate https://hbccheck.nsw.gov.au
